The band has exactly four members, which immediately reduces the list of 70s album rock bands. Next, the band had only two hits, but most of the progressive rock bands that lasted any amount of time actually issued several singles (that mostly bubbled on the bottom), so I'd knock out bands that were around for a while.
I'm going to go with Focus, of "Hocus Pocus" fame, who I think are Dutch as previously mentioned.
