Long being an advocate of the off-limits year of 1963 .... and after reading lots of responses to that and to other genres .... I still refuse to believe that the actual year is as important as the overall effect. In fact, I feel that the actual year, to most of those average listeners, is insignifcant unless it coincides with a wedding, graduation and so forth.
Dunno how big a hit 'You Gotta Be' was, though. Or if anyone in NYC is playing it on any regular basis. But if not -- CLAIM IT!
WCBS-FM now plays a smattering of 50's without claiming it in their positioner. So why not 90's? The new listeners are not going to have a stopwatch or a calendar. Hooks is hooks.
