Yes, John, the time refers to "intro time", that is, the time before either the vocal comes in, or in some cases, before the "post" comes in. An example of a "post" is in the case with "Baker Street". The djs could either talk up to the vocal at 41 seconds, or to a prominant point in the instrumental intro, the "post", which in this case came in at 23 seconds and were the LOUD saxaphones before the actual vocal.

The studio at the time used a digital clock that displayed the time in seconds as each song began.

Today, all that is displayed on the computer.
