No it isn't. It's an arbitrary rule that is not based on casual listener familiarity. That's the only thing that matters with this format.
While this may be hard for you to believe, casual listeners could care less what version was the hit. They don't know that kind of detail and it's not the job of radio to educate them. They care about hearing what they know. Play a version they don't know and you're breaking the prime directive.

Most of the time that's true. But not all the time... and that's why you can't use this as the standard.
