We are talking about a station that plays 20 years of music.
The softest of the soft from this era would be, I dunno, "Love Theme from a Star is Born" by Barbara Streisand. The hardest of the hard (as an example) would be "Walk this way". Both were top-40 hits in their time. In fact both almost hit their peaks at the same time in late 76 and early 77.
But on one station today? I don't think so.
Now you might say "play it all, if it was a hit then, play it now", but I don't think a station would get good ratings if it played everything from Sweet Emotuion to "Dueling Banjos". PD's are there to make these calls. That is why they are called program DIRECTORS.
It's not just if a song was popular that matters, is whether it fits. PD's play a role in defining the sound and feel of a station. They have to make these decisions and calls.
I just hope Brian Thomas doesn't make the station too rocky. The same mistake was made at WNEW, where Frankie Blue made the station too "clubby" in my opinion and not poppish enough.
