Absolutely.
And, in fairness to Joe McCoy (and in spite of your claims), there's no way he didn't adjust the list. There were Beatles hits that got beat out by quirky novelty hits. No way that really happened. He adjusted the list for airplay just like every other radio station does. You have to. Radio programming 101.
The only reason for doing a "listener voted" countdown is for promotional reasons. I guarantee you there will be some kind of disclaimer somewhere during that countdown on Labor Day Weekend that states the list was "adjusted for airplay".
