Joe McCoy doesn't qualify for that list. The programmers on that list built a station from scratch, didn't inheret one. Those programmers took a nothing, floundering station and took it to the top, making it the best in it's field. Joe McCoy took a station already well established and already fully formed and then just babysat it for the next few years.

McCoy might have been a good manager, but he never created a format, or blazed a trail, or innovated, or led the way, as the programmers on that list did.
