WHUD has a good signal. The problem is it doesn't city grade Manhattan. And yes, it does remarkably well in billings.
One thing the billings demonstrate is urban radio still has a low power ratio (% billings to % share of audience). We all talk about the low billings potential of country in NY. Yet the market has 4 major FM signals programming urban--reasonable considering the population composition--and they considerably underbill their ratings.
