Why Does New York need 3 rock stations?

With all the attention that 'RXP, K-Rock, and Q-104.3 get on this board, I need to ask: Why does New York NEED three rock stations? Two of these stations are struggling in the ratings (K-Rock & RXP). Why not go to a format that is not heard in New York and have the market to yourself (i.e. country or standards)?
