There's no reason you can't do this now, IF you can prove to the FCC that you're not going to cause objectionable co-channel or adjacent-channel interference to other existing stations. There's a station in Kansas City (KDTD on 1340) that uses a synchronous on-channel repeater about 40 miles away to extend its range.
