It's cheap real estate in a part of town that's not desirable. If CBS really wanted to be where "it" is they would have stayed on 57th in Midtown or a similar address.
The Hudson St facility was picked by the Hollander brothers because of its proximity to the Holland Tunnel and their lair in New Jersey and because of the dirt cheap rent in a second class building. No other reason. All of the people who wanted it are no longer there and current management is stuck with the lease (20 years, they are in year 3).
The dirt cheap part is also what brought WNYC and Clear Channel to that area.
