The ESPN/MLB WS rights agreement allows only the teams flagship station to carry their own PBP of the game. Affiliates must take the ESPN PBP, though the flagship network can feed pre-and post-game shows. And even the flagship stations are required to carry ESPN's National (network) commercial inventory during the local breaks of the WS games.
