I was referring to small-market. Keep in mind, though, that WFRE is one of only 3 "local" stations for Frederick. I think this is then probably a case of what used to happen with some frequency in the old days - Beacause WFRE is basically *the* station for Frederick, they can afford to be a little more of a "full service" type format.
Since there aren't as many options, WFRE is likely to have more P1 listeners that like country, but might have the country station as a P2 or 3 in a bigger market. These people are the types that would enjoy hearing "Sara Smile", and I'd bet WFRE has more of them than a country station in an area with a more fully developed radio format selection. If it were WPOC, for example, I'd be very surprised, because the people that like "Sara Smile" type songs are probably P1s for WLIF, and may even prefer WWIN or WRBS more then WPOC. But in Frederick there's not as much choice, so those listeners are probably P1s for 99.9 So WFRE can afford (and probably benefits from) loosening up its playlist a little from time to time.
