A station on the FM dial lower than PULSE 87

Apparently PULSE 87 is no longer the FM station with the lowest FM dial position. Someone on another forum is reporting that there is a Creole Pirate Station broadcasting on 87.5 FM in New Jersey. How many people can actually pick up 87.5 FM on their radio? I have a Walkman that goes that low, but the rest of my radios go down to 87.7 FM.
