There's been pirates on 87.5 before that I can recall, mostly short-lived.
In much of the world, the FM band actually begins at 87.5 and ends at 108.0 (most of those countries also use 50 or 100 kHz intervals instead of the 200 kHz intervals in North America). Hence your walkman (and some other receivers, like many home stereos) going down to 87.5.
