This never happened.
"Rush Limbaugh is the de facto leader of the Republican party" was an Obama White House/DNC talking point. James Carville admits as much. After the election, they were looking for the Republican with the highest negative poll numbers so they could lay the title "de facto leader of the Republican Party" on whomever it was. Turns out it was Rush Limbaugh.
