Feeds on those frequencies are often used for IFB and monitoring of the broadcast audio in the field by reporters. If it were on a 7-second delay, it would be difficult to cue reporters for their live feeds.
The bands of 450-451 mHz and 455-456 mHz are the frequencies most often used for these types of feeds, as well as remotes and other similar purposes. You may also want to try 161.64 to 161.76 mHz for broadcast related transmissions. These VHF frequencies were used quite extensively in the NY area several years ago. I'm not sure how active they remain today.
I forget the exact frequency, but when I was commuting into NYC everyday I would regularly listen to the WCBS traffic helicopter feeds.
